The refurbishment and fitout of Level 6 within the landmark heritage Downing Centre was undertaken to enhance the functionality, security and operational efficiency of this major CBD justice precinct. The project aimed to deliver contemporary, acoustically controlled hearing rooms and improved support spaces while maintaining full continuity of judicial operations throughout construction.
Working in and around operating courtrooms required exceptional planning and flexibility. All deliveries were restricted to the narrow window of 5:30pm to 7:00am, and construction activities were carried out under significant security controls. Noise, dust and odour management were critical, with strict protocols implemented to ensure court proceedings on adjacent levels remained uninterrupted. The installation of extensive audio-visual infrastructure and camera security systems added further complexity, requiring precise coordination with the Department of Communities and Justice technical team.
The fitout included acoustically treated hearing rooms, non‑contact interview rooms and 2 new courtrooms, supported by holding cells, staff facilities, archiving rooms and juror rooms. During construction, previously unknown structural steel was discovered beneath the existing raised floor. Rather than remove the floor, the team worked collaboratively with the Department of Communities and Justice to repurpose the area, maintaining program and budget while preserving the building’s integrity.
The completed works deliver a modern, secure and operationally efficient court level that supports contemporary justice delivery. By upgrading critical facilities while respecting the constraints of a live, high‑security environment, the project strengthens the long‑term capability of the Downing Centre to serve the community.
