The refurbishment and fitout of Levels 6 and 9 within John Maddison Tower was undertaken to enhance the functionality, security and accessibility of New South Wales Civil and Administrative Tribunal (NCAT). The project delivered contemporary hearing, consultation and workplace environments designed to support the Tribunal’s evolving operational needs while creating a more welcoming and user-focused experience for staff, tribunal members and the community.

Delivered within an operational court and tribunal environment, the project required meticulous planning, disciplined staging and strict adherence to security protocols. All deliveries were restricted to a narrow access window between 5:30pm and 7:00am, requiring careful logistical coordination to minimise disruption to adjacent court operations. Close collaboration between with the Tribunal and building stakeholders ensured continuity of operations throughout construction while maintaining programme certainty.

The fitout included purpose-built acoustically treated hearing rooms, non-contact interview rooms, consultation spaces, registry and reception facilities, open-plan work areas, secure records storage and upgraded staff amenities. Extensive audio-visual infrastructure, camera security systems and specialist communications technology were integrated throughout the facility, requiring precise coordination across multiple disciplines. Custom joinery, glazed partitions, high-density compactus storage systems and durable commercial finishes were incorporated to support both operational efficiency and the secure management of sensitive information.
